BPP boss stresses value
of
procurement stakeholders

No stakeholder can be ignored if the goals and
objectives of the Public Procurement reform is to be realised,
according to the Director-General of the Bureau of Public
Procurement (BPP), Engr. Emeka Ezeh.
Engr. Ezeh who made this remark while
receiving members of the Chartered Institute of Purchasing and
Supply Management of Nigeria (CIPSMN) in his office noted that
the Act outlining the functions of the Bureau is clear on the
roles, responsibilities and importance of stakeholders.
“We are therefore under obligation to work
with all stakeholders”, the DG said, adding that and because
CIPSMN and some other bodies are strong stakeholders in the
procurement, “our actions impart on everybody. We are
gatekeepers of sorts, of the public treasury and we can
therefore not rest on our oars in ensuring that we deliver the
necessary goods.”
The BPP boss noted that when you receive undue
accolades in public office, it really means the job for which
one is assigned in not truly being done. “Change can be
difficult to bring about, which is why we have to be determined
to accomplish it. In a change process, those who are losing are
likely to distract you, which is why we have to be steadfast”
“We can make mistakes, but that does not mean
we are incompetent. We actually learn from them, guide our loins
and trudge on with a more determined spirit,” Engr. Ezeh told
his audience made up of the CIPSMN Abuja chapter executive
members and a collection of BPP directors.
On the BPP style of operation, the DG said the
Bureau is used to engaging entities in writing at the level of
reason and ideas whenever the need arises. The Bureau would
rather not criminalise people and entities for the sake of it.
It is good for us for management reason that we do not have a
large bureaucracy, as the agency staff was rightly conceived as
a lean one from day one”
Engr. Ezeh welcomes suggestions and
partnership from the CIPSMN, and indeed other professional
associations in any area possible, noting that the Bureau’s
doors are open for all at all times.
In his remarks, the Chairman of CIPSMN, Mr.
Nelson T. Hundumofore praised the leadership qualities of the
BPP boss, adding that through his dynamism and weathering of
challenges, he has been able to bring about progress to the
Bureau and to the entire public procurement reform process.
Hundumofore added that they are fully
identifying with the Bureau and are willing to support it in
whichever area they are invited to so do.
